1. Before you Build in Big Hill

This is a quick reference guide to the Big Hill building requirements. For complete and comprehensive guidelines please go to www.bighttps://bighillpoa.org/bylaws/  and review the ACC Architectural Regulations and Design Standards. Phase 1 includes Lots 1-99 and phase 2 includes lots 100-135.

2.What is needed to begin the building process?

-Two sets of 11×17 printed site plans that includes the septic field, well, house site

-Two sets of floor and elevation plans that includes foundation, exterior siding and roof colors and description

-One copy of lot survey

These plans should be mailed to Big Hill POA, 160 Green Hollow Lane, Box 3, Brevard NC 28712

Once plans and survey have been submitted to the Big Hill POA, the Architectural Control Committee (ACC) will review them within 30 days of receipt. The builder shall stake out the house site before any clearing of site for ACC review.

3.Erosion Control

Erosion Control Fences are required around the house site and on the downhill side of the septic field and installed on the day of clearing of site. The septic field must be seeded, fertilized with 10-10-10 fertilizer and lime, and covered with straw no later than the next day after inspection by health department.

Big Hill roads have an easement of 66 feet. The easement is measured from the center of the road and extends 33 feet to each side of the road. Based on these requirements, the house site would be 83 feet from the center of the road in Phase 1 and 68 feet from the center of the road in Phase 2.

5.Setback Variances

The process to request a variance from the prescribed setbacks from adjacent property lines or the road is as follows:

  1. The Property owner must write a letter to the ACC requesting a variance stating the problem and the suggested solution. The request must include a topographical survey showing how much of the buildable land is in the setback portion of the property.
  2. If adjacent lots will be affected by the variance request, the owners of those lots must agree to the variance. If the variance affects the distance from the house site to the road, the Big Hill Board will grant or deny the variance.
  3. The ACC will review the request and forward their recommendation to the Big Hill Board.
  4. The Big Hill board will grant or deny the request.
  5. The ACC will advise the Property owner of the decision of the Board.

6.Building Deposit and Timeline

Before the commencement of building, a $5,000 deposit must be submitted to Big Hill POA. Once the deposit has been received and building has begun, the home must be completed within 18 months. The owner of the property is responsible for any damage caused by the builders, subcontractors, delivery trucks, and land clearing, etc. within the community.

After the completion of the home to the standards required by the ACC per the architectural guidelines outlined on the Big Hill website and upon inspection by the ACC and Big Hill Road Committee to inspect possible damage to the roads, streams, signs, etc of Big Hill, the Road Committee and ACC will advise the Big Hill Board on the refunding of the deposit.

7.Colors

Earth tones are required. Please submit color chips for exterior colors including siding, trim, roof, with plans for approval. White siding and blue metal roofs are prohibited.

8.Culverts

Culverts under drives for road drainage must be a minimum of 16” in diameter and corrugated plastic (preferred) or galvanized steel is to be used.

9.Foundation

Concrete block and superior are required to be finished with stucco or textured surfacing

10.Garages

Garages may not be built before the house

11.Hours

Builder work hours are Monday- Saturday 8am-7pm

12.Impact Fee Effective 11/1/2021

The Board, under its authority to recover payment for damages to the Common Area, as well as its authority to impose a fine, will require an upfront non-refundable $4,000 payment for New Construction of Dwellings, or a $2,000 payment for Construction of outbuildings, exterior renovations, additions, garages, etc. which require a building permit, for all general damage and wear and tear caused by construction activities. This payment will cover all general wear and tear, but does not cover specific incidents causing significant damage to Common Area, which the Board may recover separately.
